To switch Altium Designer to an offline mode, essentially severing the connection to Altium:

Add a standalone license file, required to unlock Altium Designer's functionality.

Configure Altium Designer to operate in an offline mode, so that it will not attempt to contact Altium to validate licensing.

There are now two actions to perform in order to setup the software to work effectively offline: The License Management page - command central for getting Altium Designer licensed.
